Home and Community Based Services (HCBS) allow people who would otherwise be institutionalized to live in their own homes.  
Services under HCBS programs vary by State, but they can often include home delivered meals, personal care assistance, home health care, skilled nursing care, homemaker services, behavioral supports, rehabilitation, transportation, case management and other services.
